Informing the FIFA Council
Gianni Infantino, FIFA President, pursued investment proposals from outside investors without notifying the FIFA Council. Anonymous sources from three FIFA Council members expressed concern over Infantino’s actions. They revealed that Infantino kept the Council in the dark regarding external investment plans.
Investment Efforts and Inspirations
The Athletic disclosed Infantino’s discussions over commercializing an Under-15 festival. Inspired by the Little League World Series, the festival included proposals involving all 211 FIFA nations. Infantino evaluated a proposal from Juan Carlos Rodríguez and Eldridge Industries, chaired by Todd Boehly. They discussed hosting the tournament at the ESPN Wide World of Sports Complex near Disney World, Orlando, with ESPN broadcasting in the U.S.
Financial Commitments
Rodriguez worked with Eldridge, securing over $250 million in financial commitments for the tournament. The aim was returns through local broadcast deals and sponsorships, introducing many nations to ‘World Cup’ participation. Discussions explored using FIFA’s brand over 20- and 30-year terms. FIFA’s Dan O’Toole played a key role, similar to his involvement with J.P. Morgan in discussions on selling stakes in FIFA’s operations.
Concerns Among FIFA Council Members
Several Council members learned about the talks only after Athletic’s report. They questioned the impact on FIFA’s non-profit status if funds were gained from commercializing a children’s competition. They felt Infantino exceeded his role, bypassing Council consultation as described on FIFA’s website. It showed a centralized approach to leadership and infrequent stakeholder engagement.
FIFA’s Statements
In response, FIFA claimed the Council knew about developing cost proposals for new U-15 tournaments since December 2025. FIFA emphasized the need for financial backing for sustainability. However, they did not mention external investor discussions. They stated no internal concerns arose over commercialization affecting tax status, and internal talks adhered to governance rules. FIFA informed Eldridge of its decision not to proceed with the proposal, citing no relation to Infantino’s discussions with Thrive Eternal, which sought a stake in FIFA’s operations.
Future Plans for the Tournament
FIFA announced plans for a global Under-15 tournament, with shorter matches and smaller pitches, starting with a boys’ competition followed by a girls’ event in 2027. Azerbaijan will host the event without external investment. FIFA’s decision followed an assessment of the host’s infrastructure capabilities.
