Two influential Democrats with significant connections to the Clinton and Obama administrations publicly criticized New York City Mayor Zohran Mamdani. Mark Penn, a former Clinton adviser, and Rahm Emanuel, ex-Obama White House chief of staff, took issue with the mayor’s proposed property tax plan and his stance on Israel.
Opposition from Within the Party
The criticism from longstanding Democrat insiders is noteworthy since it’s coming from within Mamdani’s party. Their focus is on Mamdani’s economic policies and his positions on Israel, which have been central to his political reputation.

Property Tax Disputes
Mark Penn, who was a strategist and pollster for President Bill Clinton, expressed concerns about Mamdani’s proposed pied-à-terre tax. Penn argued the city incorrectly classified properties, affecting nearly one million owners instead of the intended 30,000 luxury homeowners. He questioned the $5 million valuation figure and suggested it would force these homeowners to contest the tax.
Penn warned that the tax plan might devalue properties, discourage investments in the city, and raise constitutional issues.
Debate Over Israel Views
Rahm Emanuel discussed a private meeting with Mamdani, during which Emanuel challenged the mayor’s opinions on Israel. While Emanuel supported Mamdani’s domestic policies, like childcare, he criticized Mamdani’s past use of the expression “from the river to the sea,” indicating it could lead to perpetual conflict.
After Emanuel’s comments spread online, Mamdani’s communications director, Anna Bahr, disputed the portrayal, questioning the accuracy of Emanuel’s account.
Emanuel recently criticized the Democratic Socialists of America (DSA), urging Democrats to prioritize winning elections over ideological pursuits. He emphasized focusing on ending Trump’s corruption and minimizing distractions from the DSA.
Penn, Emanuel, and Mamdani’s office did not provide further comments prior to publication.
