Lawmakers Debate NIH Grant Proposal

A group of House Democrats has urged the Trump administration to withdraw a significant proposal aimed at overhauling the federal grant-making process. Critics believe this change could introduce political influence into scientific research conducted at the National Institutes of Health (NIH).

The damage of this power grab by political leadership in the Trump Administration threatens severe harm to the nation’s biomedical research enterprise by usurping the critical role of scientific experts in NIH grant approvals and funding.

This statement was part of a letter addressed to NIH Director Jay Bhattacharya from Democrats on the House Energy and Commerce Committee. The letter expressed concerns that the rule might reduce the number of cures and clinical trials, while increasing the risk of public health hazards.

Signatories of the letter included Energy and Commerce ranking member Frank Pallone Jr. (D-N.J.), Health Subcommittee ranking member Diana DeGette (D-Colo.), and Oversight and Investigations Subcommittee ranking member Yvette Clarke (D-N.Y.).

Proposed Rule Highlights

The new rule, quietly introduced late last month, aims to formalize policies previously attempted through executive order and at various agency levels. It intends to reduce the emphasis on peer review, allowing political appointees greater discretion to determine which research projects align with presidential priorities.

Additionally, the rule prohibits grant conditions based on diversity, equity, inclusion, or gender, and broadly restricts international scientific collaborations.

The proposed rule will inject unprecedented partisan influence into agency decisions, undermining promises to depoliticize NIH.

The Democrats argue that the rule grants the Trump administration the ability to prioritize political preferences over scientific merit in NIH funding decisions.

Administration’s Justification

The White House describes the rule as necessary to enhance transparency and reduce waste, fraud, and abuse across government operations. The proposal originated from the Office of Management and Budget (OMB), led by Director Russell Vought.

The Democrats have demanded clarifications from Bhattacharya and urged him to call for the rescindment of the rule. Unfortunately, the Republican-controlled Congress may have limited options to counter the rule. If implemented, legal challenges are likely.
