Plight of Minors in Ceuta: Challenges and Hopes After Migrant Surge

In Ceuta, Spain, a recent influx of migrants illustrates harrowing experiences for many individuals, particularly minors. Among these stories, a 17-year-old from Tangier highlights the dangers and chaos faced during migrations.

She recounted to an Associated Press photojournalist her family’s attempt to reach Spanish territory by swimming around a border fence. Despite her successful arrival, her 8-year-old brother drowned and her mother disappeared in the turmoil. Since then, she has navigated survival on her own, receiving aid from locals yet remained separate from her family. Despite assistance like food and clothing, she found the local youth center overwhelmed with demand.

Approximately 860 minors remain stranded in Ceuta, days after their crossing. AP reports indicate that many beg for basic necessities. While Spanish authorities confirm 72 fatalities during this crossing, Moroccan officials report an additional 11 deaths.

Legal and Humanitarian Aspects

Spanish law mandates care for unaccompanied minors. Adults face stringent asylum application processes, with many rejected and expelled. However, migrant children receive protection. Observations from AP journalists documented a poignant incident of a 12-year-old Moroccan boy. Initially facing deportation, local intervention and media presence resulted in his retention by Spanish Civil Guard.

While many Moroccan adults voluntarily return or face repatriation, diverse nationalities remain present. Among these are Sudanese, Palestinians from Gaza, Afghans, and individuals from various African countries.

Migrant Situation in Ceuta

Ceuta’s migrant center hosts 600 people but is at full capacity. Food scarcity presents severe challenges. Ramsés Mohamed Azumik, a local migration activist, suggests the deprivation might drive voluntary returns to Morocco. Migrants rest on the beach and nearby hills, casting hopeful eyes toward mainland Europe across the sea.
