Vision Behind a Recovery Center

State Senator Patrick Joyce shared his growing belief in the vision for a live-in addiction recovery center on a 68-acre horse ranch in unincorporated Crete. The center’s founder, Jim O’Connor, inspired Joyce with his energy and dedication. Joyce, a Democrat from Essex, described O’Connor as someone who takes active steps, using his recovery journey from alcohol abuse to drive his mission. O’Connor purchased a property at East Bemes Road and South Klemme Road to establish Second Story Ranch.

Joyce encouraged O’Connor to present his idea to fellow legislators, leading to broader support. O’Connor launched a capital campaign in December to construct facilities, including long-term housing for up to 30 men, a 7,000-square-foot communal lodge, and homes for project leaders. Governor JB Pritzker later signed a state budget allocating $2 million for the ranch, paving the way for construction to begin in the fall.

O’Connor emphasized the importance of utilizing state funding responsibly, also seeking additional grants and donations. The grant, managed by the Department of Commerce and Economic Opportunity, supports the development of staff housing and essential infrastructure. O’Connor views this funding as validation for the recovery program’s vision. However, he seeks another $3 million, possibly through opioid settlement funding, to complete the lodge and residences by 2027.

Second Story Foundation Director Jim O’Connor is committed to helping those in recovery, offering work opportunities at the ranch in collaboration with the Recovery Community of Joliet. His aim is to support individuals post-treatment, promoting self-sufficiency.
