President Trump Unveils $8 Billion Harvest Fuel Relief Program

President Donald Trump has announced an $8 billion Harvest Fuel Relief Program, aimed at helping farmers deal with the increasing cost of diesel fuel. This initiative comes from the U.S. Department of Agriculture (USDA) and was unveiled during a rally in Kansas on Monday night.

Support from Senator Roger Marshall

During the rally, Trump credited incumbent Republican Senator Roger Marshall for his efforts in making this program a reality. The President was in Kansas to support Marshall, who faces Democratic challenger Adam Hamilton in the upcoming midterm election. Holding the Republican seat since 1919, the race has recently been rated as a Toss-Up by forecasters such as Sabato’s Crystal Ball and The Cook Political Report.

Midterm elections generally serve as a measure of the political climate affecting the ruling party. History shows that the President’s party often loses seats during these elections. Currently, the Republicans maintain a narrow majority in both the House and Senate amid Trump’s declining approval ratings on various policy issues.

Rising Fuel Costs

The national average for a gallon of regular gasoline is at $4.2953 and $6.3187 for diesel, per AAA data. In Kansas, these averages are slightly lower at $3.9783 for regular gasoline and $6.0722 for diesel.

Details of the Harvest Fuel Relief Program

The USDA states that the $8 billion will be distributed as one-time payments to farmers, intended to alleviate financial burdens during the harvest season caused by market fluctuations and heightened input costs. Payments will be proportional and calculated via a standardized formula to cover a portion of losses in the 2026 crop year. The USDA will rely on World Agricultural Supply and Demand Estimates prices, production cost estimates, and FSA’s reported planted acres.

Brooke L. Rollins, Secretary of Agriculture, praised Trump’s commitment to farmers, highlighting that the program would bring stability and support to the farming community. The funds are authorized under the Commodity Credit Corporation (CCC) Charter Act and will be managed by the FSA.

Specific rates for Title-I commodities will be available next month. Although producers don’t need crop insurance to participate, the USDA encourages using risk management tools provided by the Working Families Tax Cuts Act for future protection. Payment details for non-Title-I commodities will be shared later, with affected producers asked to submit rising fuel cost data to [email protected].

Farmers should preemptively create an account on Login.gov before applications open to streamline the process.

Reactions and Further Promises

The announcement follows dissatisfaction from farmers about high diesel prices. John Boyd, president of the National Black Farmers Association, has voiced concerns about farmers’ financial viability amid these challenges.

Offering financial relief isn’t new for this election cycle. During the recent Republican National Committee convention, Trump committed to issuing a $5,000 dividend to Americans if Republicans succeed in the midterms. Additionally, he promised nearly $100 checks to over 20 million seniors to assist with Medicare Part B premiums, funded by the Medicare Improvement Fund.

This is a developing story, and more updates will be provided as new information becomes available.
